About the role

Property Strategy & Estates is one of the three main units of Assets & Environment and is central to both our corporate landlord role and transforming the Council’s estate to meet its needs and aspirations. Key current projects include: 

  • Large scale photovoltaic roll out (solar energy) 
  • Office optimisation – rationalising WNC’s estate for the future of work 
  • Parks development strategy 
  • Large scale EV infrastructure roll out 
  • Estate Climate Strategy 
  • New care home 
  • New children’s homes 

As a key member of the Property Strategy and Estates Team, the Asset Records and Systems Officer will support the maintenance and management of the Council’s estates terrier system including the preparation of AutoCAD plans for the operational and investment estate. The Asset Records and Systems Officer will provide detailed business intelligence reporting to the Council on all facets of property related activity to enable sound, robust and effective property solutions to be delivered.

What will you be doing?

In the role of Asset Records and Systems Officer, you will have the opportunity to work on an extremely varied and diverse property portfolio of around 1000 assets. Reporting into to the Asset Records and Systems Manager, you’ll support the maintenance and management of the Councils estates terrier system. This will include the robust recording of records on all council land and buildings including (but not limited to) acquisitions, dedications, disposals, leases, accurate recording of backlog and planned maintenance activities as well as energy performance metrics (including utility costs).

As the custodian of the records, you will provide detailed and robust business intelligence reporting that is essential to the work being carried out in the Estates and Property Strategy Teams and will directly contribute to the effective and efficient management of the operational and investment estates, identifying opportunities where efficiencies could be made. Through the management and maintenance of the estates mapping software, you will enable services to identify need and ensure properties are in the optimal location to best serve the residents of West Northamptonshire.

You will deliver high quality,  professional and technical advice to internal and external clients and stakeholders, and support the Council’s transformation and property rationalisation agenda.

About you

You’ll bring with you experience and expertise to enable the efficient recording and management of the estates data. You will have excellent communication skills with a track record of liaising with internal customers, including colleagues within the Works and Facilities teams to deliver a holistic asset data solution and manage the delivery of a varied caseload of work within the team, often to tight timescales.

You will need to have:

  • Have 5 GCSES or equivalent including Maths and English.
  • Understanding and application of data and knowledge management within complex corporate systems
  • Knowledge and understanding of the dynamics and complexities of public sector and the Local Government environment and its impact on service provision, staff, and relationships with key stakeholders.
  • Organisational and time management skills and ability to plan and deliver objectives within an agreed timeframe.
  • Ability to use AutoCAD as well as the suite of Microsoft Office programs including Excel, Work and Teams

The council is in the process of implementing a new pay structure and terms and conditions which will be applicable to this role.  The outcome could result in a future variation to the advertised salary, and this will be discussed at interview.
