Head of Business Intelligence and Population Insights

The Business Intelligence and Population Insights team is vital in shaping the council’s decision making, strategy development and delivery through the provision of high quality information. The service is on the leading edge of new technology and systems to drive forwards innovation and technological efficiencies amongst the services it supports.

What will you be doing?

As the Head of Business Intelligence & Population Insights you will lead the organisation’s strategic delivery of intelligence, analytics and insights, performance management and strategic commissioning analysis.  

You will operate at a senior level across the Integrated Health System engaging with service partners to contribute and influence strategic decision making.  

You will lead and influence the performance and delivery of the service provision in the Council and partners by using insightful, timely and relevant operational information. Challenging colleagues at Executive Leadership Level to improve practice and ensure the authority can make evidence-based decisions. 

Your Responsibilities  

You will lead, manage and develop the strategic Business Intelligence & Population Insights service, supporting the delivery of the Council’s vision to make West Northamptonshire a place to live, work, visit and thrive. 

You will ensure the Business Intelligence service provide insight, intelligence and strategic challenge to guide the authority’s budget holders in areas of significant spend. Attending Full Council, Cabinet and Scrutiny meetings when required as the Council’s Intelligence Lead, providing strategic advice and evidence-based challenge to members where appropriate. 

You will work closely with senior colleagues across our partner organisations; Police, Fire, NHS, Children’s Trust, and represent WNC across a range of high value collaborative projects. Influencing decision making and enabling proactive evidence-based changes to practice. 

You will be responsible for a team budget of c.£1.8m ensuring best value for money through the effective use of resources as well as forecasting and controlling the expenditure incurred. You will be accountable for strategic long term team Service Plan to ensure alignment of the service to directorate and corporate strategy map outcomes and service plans. 

You will engage and establish proactive relationships and partnership arrangements which support, enable and inspire coordination across organisations. You will work to identify opportunities, mobilise and promote West Northants regionally, nationally and internationally, taking advantage of funding opportunities and national initiatives for showcasing the area. 

About you

You will bring proven experience of leadership, development and consistent achievement in a Business Intelligence, data-driven environment. An understanding of working with the authorities’ many partner organisations to support delivering of the council’s aims. You’ll need exceptional interpersonal skills, a passion for quality and inclusion and the ability to build, manage and develop effective working relationships with people and partners.  

 

You’ll Need 

  • Education to degree level, or equivalent experience in Business Intelligence; Management Information; Performance Management; Management/ Leadership in Local Government 
  • Post graduate qualification or professional training in senior leadership and senior management qualification or equivalent. 
  • Evidence of continued professional, managerial and personal development

The council is in the process of implementing a new pay structure and terms and conditions which will be applicable to this role.  The outcome could result in a future variation to the advertised salary, and this will be discussed at interview.
