Highways and Transport Planning Manager

About the role

We require a manager to lead our Highways and Transport Planning Team. This team is responsible for the development of highways and transport strategies, most notably the Local Transport Plan. As part of this the post holder leads on the development, delivery and monitoring of strategic transport policies and proposals, including applications for funding. The post holder will provide expert advice on strategic transport matters, supporting the work of other council teams and contributing to the plans and activities of other external partners.

What will you be doing?

You will lead on the development of new transport strategies, policies and proposals. Notable this will be the Local Transport Plan and any supporting strategies. This will entail leading a team of officers and commissioning associated work. You will lead on taking proposals through the council's decision making process and any engagement and consultation activity as part of this. You will also lead on the implementation of our transport strategies, develop schemes and submit funding bids. The team is also responsible for monitoring and reporting on transport data, maintaining a transport evidence base and the operation of the council's strategic transport models.  The role entails engagement with a wide range of internal and external stakeholders, including with neighbouring local authorities and other subnational transport bodies.

About you

You will have expert knowledge of UK transport planning policy and practice, and have experience in the development of transport strategy and business cases. You will also have people management experience and be a strategic thinker and effective problem solver. You will have project and budget management skills and be adept at working in partnership with other agencies and stakeholders. You should have excellent interpersonal skills and be an effective communicator, capable of developing and leading a team of transport professionals. The ideal candidate will have experience working for, or on behalf of, local government, and have experience writing and delivering Local Transport Plan's, as well as funding bids to government.
