About the role
We are looking for a Local Offer Manager to lead on the development of the new Local Offer for West Northamptonshire. The Children and Families Act (2014) includes the requirement for all local areas to publish a 'local offer' of all services expected to be available for 0 - 25 year olds with special educational needs and disabilities (SEND). This includes services across education, health, care as well as leisure and other services.
This role will involve co-producing a new website and further developing information provided via social media and through relationships with families and other local stakeholders
This is very much an outward facing role develop with all stakeholders and will involve travel around the County working with people in their communities.

What will you be doing?
These are the main accountabilities of the role:
1. To develop a new integrated Local Offer database maximising the usage of appropriate communications channels including internet, social media, database, and printed material.
2. To ensure the Council is statutorily compliant with legislative requirements relating to the Local Offer, liaising with partners, internal, external, and central government to ensure a fit for purpose service.
3. To support the identification of commissioning needs children and young people with SEN
4. To contribute to a range of SEND service projects and initiatives currently in progress.
About you
Experience of developing information and communication channels to meet the needs of customers
Experience of multi-agency working Project management experience
Experience of using and preparing management information and reports
Experience of the management and supervision of a small team to meet service objectives.
Excellent interpersonal skills at a range of levels within organisations and with service users.
Good analytical, interpretative and problem-solving skills
Competent in the use of IT Adaptable and enthusiastic
Able to contribute ideas and embrace change as systems and processes develop to improve service delivery
Experience of community development work across the voluntary and statutory sector
Knowledge, understand and experience in the field of SEN and disability and of disability related issues
Knowledge of relevant statute, regulations, policies, and procedures IT literate Microsoft Excel and Word and Database knowledge

The council is in the process of implementing a new pay structure and terms and conditions which will be applicable to this role. The outcome could result in a future variation to the advertised salary, and this will be discussed at interview.
