The Council is committed to achieving Net Zero for its own emissions by 2030 and for West Northamptonshire emissions by 2045. To deliver this ambition, the Assets & Environment (A&E) department, through its three units Works, Facilities, and Property Strategy & Estate has embarked on a sustainability journey with ambitious projects that will transform and shape the future of the Council and West Northants. Key current projects A&E are engaged in include:

Our Works Unit have an exciting two-year fixed term opportunity for a Senior Programme Manager – Electric Vehicle Charging Infrastructure. You will be working within the Energy Management Team and leading the delivery of the EV infrastructure strategy for West Northamptonshire.
This is an exciting opportunity to join the team and support the Council's objectives of shaping the future of mobility in West Northamptonshire, that will be an example of best practice, and one that will deliver the best outcomes for the residents of the West Northamptonshire.
What will you be doing?
We are looking for a dynamic individual who has experience with delivering infrastructure projects such as broadband, street lighting, transport, electricity, etc to lead the successful delivery of electric vehicle infrastructure across West Northamptonshire, from initial feasibility scoping through developing the strategy and business case to implementation. To accomplish this task, you will have the support of internal and external stakeholders.
Day to day, your role will involve leading the preparation of the EV Infrastructure Strategy, collaborating with internal and external stakeholders, ensuring that the work is linked and contributes to other Council strategies such as Local Transport Plan, Sustainability Strategy, Air Quality Strategy, Asset Management Plan, and Central Northampton Parking Strategy, and the national EV infrastructure strategy. The strategy should identify both how WNC can directly procure electric vehicle charging infrastructure and how it can encourage and facilitate provision by others. You will have access to advice and guidance from the LEVI support body, including CPD-accredited training.
You will prepare high quality bids for capital funding such as LEVI Capital funding and/or other sources of funding, aiming to maximise investment in West Northamptonshire.
You will have overall responsibility for programme management of the delivery of the EV infrastructure, ensuring future innovations are periodically reviewed, and ensuring sustained good service provision on the EV charging infrastructure network.

About you
You will bring with you strong knowledge around infrastructure delivery models. You will have ability to think logically and effectively liaise and communicate rational decisions based on evidence to a wide audience, including internal and external stakeholders.
You will need to have:
- Relevant degree level education or equivalent professional qualification (or relevant proven experience).
- Experience of project management in delivery of infrastructure projects.
- Organisational and time management skills and ability to plan and deliver objectives within an agreed timeframe.
