About the role
Our vision for all residents in West Northamptonshire is that they will have healthy and independent lives with easy access to joined up advice and support which will help them to help themselves. West Northamptonshire Council delivers a broad range of critical services to residents across the authority, from Adults Social Care, Public Health, Housing Solutions to running libraries and leisure centres, major highways schemes and refuse collection.
The Business Intelligence and Population Insights Team (BIPI) delivers data analysis and insights that support council leadership and staff to make informed business decisions. This begins with the collection of data from a range of systems databases and internal and external sources.
Our development plans include exploration of new self-service data visualisation and analytical tools, including reviewing and potentially replacing the existing data warehouse and implementation of Power BI.
We are looking for someone to join us who is enthusiastic about helping to drive change, and who has the technical skills to query and model data and produce visualisations.
What will you be doing?
You will be writing database queries and developing and managing new and existing scheduled and self-serve reports across a range of WNC/BIPI databases and management information systems to support services. These currently include adults social care, public health, early help and education, and children’s social care, but may expand to include other areas moving forward.
Working closely with others in the BIPI team, IT, and service areas, you'll support development of new data flow, pipelines, and data models to streamline reporting and enable reporting from new systems.
You will support the exploration and implementation of new self-service data visualisation and analytical tools, and the potential implementation of a new data warehouse.

About you
We are looking for someone experienced at working with data, who is proactive, able to manage their own workload effectively, and has a self-reliant approach to problem solving. You will need to have good technical and communication skills.
Strong technical skills in querying standard databases such as SQL Server, Oracle, and PostgreSQL and using common reporting and data visualisation tools such as SSRS, Power BI, and SAP Business Objects are essential. Skills working with and developing data warehouses/data lakes to integrate data from multiple sources, and development of data models are also important.
You will need:

Experience in technical report design with excellent technical knowledge and skills to be able to interpret report specifications and write technical reports in SQL.

Excellent interpersonal and communication skills to build strong working relationships across the organisation to ensure a collaborative approach to Business Intelligence activities, explaining and demonstrating technical changes to systems to stakeholders not of a technical background.

Experience in the research, development and support of business requirements, including the design of reports to highlight data errors (Data Quality), inconsistencies and database errors.

Experience of sound report writing methodology and good practice (e.g. testing practices and sign off)

Experience of data warehouse design and development

Experience of planning and managing complex long term data projects

Experience of managing a team of professionals within a busy environment
