NRSWA Inspector

About the role

The role is responsible for ensuring compliance with the NRSWA and West Northamptonshire’s permit scheme for road and street works, thereby enabling the Council to effectively manage and regulate works on the highway network.


Duties include the inspection, recording, and reporting of street works, permits, highway infrastructure, and surface defects in accordance with statutory requirements, relevant regulations, and codes of practice. 

The role also involves regular liaison with residents, businesses, parish councils, and elected members.

What will you be doing?

The role involves monitoring the activities of utility companies and ensuring compliance with the New Roads and Street Works Act (NRSWA) and the Council’s permit scheme for road and street works. You will assist in the development and implementation of appropriate traffic management measures where required and deal with matters arising under relevant legislation.

The postholder will support the resolution of enquiries, complaints, and issues raised by residents, customers, and elected members by providing accurate and detailed technical information. You will also provide professional advice to utility companies, council officers, contractors, and third parties undertaking private works, covering the technical requirements of the NRSWA, materials specifications, and approved construction and reinstatement methods in line with the NRSWA Code of Practice and the Specification for the Reinstatement of Openings in Highways.

A key part of the role is carrying out and recording Category A, B, and C inspections in accordance with NRSWA legislation, identifying, reporting, and recording defects on the public highway. You will use handheld electronic devices to collect and upload inspection data and liaise with representatives from utility companies to agree remedial actions in relation to Sections 72, 74, and 81 defects. 

The role also includes checking that supervisors and operatives on site hold the appropriate NRSWA accreditation and carrying out inspections on behalf of third parties, including Section 50 works

About you

The successful candidate will have a working knowledge of the New Roads and Street Works Act (NRSWA), the Traffic Management Act (TMA), and the Highways Act, along with a sound understanding of inspection procedures and standards. You will be familiar with the use of Street Manager and have up-to-date knowledge of current and emerging highways maintenance practices.

You will also have experience working in a relevant field, such as community engagement or liaison, highway or planning inspections, or managing public-facing services at a senior level.
