Senior Business Analyst

About the role

This is a key singular role that is critical in managing and maintaining the BI systems in the West needed to produce performance and statutory returns for Children, including 0-19 Public Health, Education and social care contracts.

Without this post, data and reporting to produce statutory returns will not be possible for WNC Children Services and will result in non-return of statutory requirements as well as non-provision of WNC performance tracking and improvements.  There would be a significant and negative effect on the ability to monitor the improvement of services to the most vulnerable children and young people.

What will you be doing?

The post holder will support the DCS, DPH and the Assistant Director through the provision of
-Analysis of performance trends and model future requirements
-Data quality strategy and initiatives
-Analysis of the information gathered by the organisation on its customers and their use of services to inform the development of an evidence-based commissioning strategy.

You will:

1. Manage information projects to provide a platform of statistical evidence for management decision making; to work with the Commissioning Manager and the Finance Business Partner to support the AD by providing them with the information they need through analysis, interpretation, hypothesis testing and consensus building to inform their decision making.
2. Establish and ensure application of professional standards in management information across the area so that data is up-to-date, accurate and at the required standard.
3. Appraise and anticipate changes in legislation and other external drivers that impact on information requirements so that statutory obligations are met.
4. Manage the production of timely performance information for the DCS, to support in their strategic work as part of the Safeguarding Partnership, Annual Conversation with Ofsted, development of the county-wide Commissioning Strategy etc.
5. Liaise with the Business and stakeholders to understand the business requirements and priorities, manage expectations and challenge requests to arrive at a clear an unambiguous set of requirements.
6. Ensure that reasonable care is taken at all times for the health, safety and welfare of you and other persons, and to comply with the policies and procedures relating to health and safety within the department.

About you

You will have delivered a similar role previously, having experience of innovative approaches to producing data to underpin the tracking of relevant services.  You will be able to work in partnership with others, and to be able to operate as BI business partner for the Children's Services Management Team.

The council is in the process of implementing a new pay structure and terms and conditions which will be applicable to this role.  The outcome could result in a future variation to the advertised salary, and this will be discussed at interview.
